Marco Almada is a postdoctoral researcher in cyber policy at the Department of Law, 8xav�������� of Luxembourg.

His research explores the close connection between technology regulation and public law, with a focus on the mechanisms regulators use to cope with the uncertainties surrounding emerging technologies.

Almada’s research has been cited in support of artificial intelligence regulation initiatives in Brazil and in Colorado (United States).

Almada has been included in the “35 under 35” list of the Santander–CIDOB Future Leaders Forum in AI policy. His research has received awards from the Robotics & AI Law Society and the International Association on Artificial Intelligence and Law.

From 2020 to 2024, Almada was a researcher at the European 8xav�������� Institute. Before that, he worked as a data scientist and policy researcher in Brazil.

Almada holds a PhD in Law from the European 8xav�������� Institute (Italy), an LLM in Comparative, European, and International Laws from the same institution, and a Bachelor of Laws degree from the 8xav�������� of São Paulo (Brazil). He also holds a bachelor’s and a master’s in computing from the 8xav�������� of Campinas (Brazil).
