This entails a discussion of two inter-related themes. First, whether EU law addresses the issues that should be addressed (<strong>the universe and scope of EU law<\/strong>) and secondly, where an EU legal framework exists, whether it is effective and how it can be improved (<strong>effectiveness<\/strong>).
